I am not faulting the first responders, but the civilian bomb squad.  As former Army EOD I can state for a fact they are not trained or equipped to deal with military ordnance of ANY period.  They know it and are instructed during their training to notify the EOD control unit for their area.  It is also part of United States Code.  They often don't because it can take the Army up to 18 hours to respond depending on distance.  That being said.  If it hasn't blown up in 150 years, if it isn't disturbed, it isn't going to blow up in the next 18 hours, either.  I am waiting with dread the day they blow up a WWI chemical shell on a high school football field.  And YES they are being found in the US and in the darndest locations.
