Some battlefield parks employ (meaning, pay) people to be "Interpreters" (yes, that is specifically what they are called) to explain military actions and equipment to the park visitors. Sometimes the "Interpreters" are dressed in the appropriate period costume for their role.
Dave was simply (but colorfully) comparing the value of the time you'd spend listening to an Interpreter at the wagon train burning park versus the same amount of time at the Gettysburg National Battlefiled park. Clearly, Dave thinks the wagon-burning park will come out on the (very) short end of that comparison, and is saying he hopes the wagon-burning park's Management won't spend much of its limited financial resources on "Interpreting."
