Someone sent me these pictures.  The person had seveeal Civil War era pieces and this was with them. Can anyone identify it for her?

Don't really know but for some reason I think it might be some type of powder scooping/measuring device.

  Carl is correct, I think... a powder or "shot" measure, it was part of a flask or bag.

Ok I agree with carl.  :-[ actually I just saw the little handle at the end so I DO agree with Carl.
